o.k., I'm currently in the process of reproducing the issue and thought
until now that the problem is in the arduino package. But you are right,
the source of arduino does not provide a file programmers.txt

I can confirm that your patch is fixing the reported issue. I'll prepare
a new upload. But I also believe we probably don't need to do all this
heavy linking in the end. But for now I wont change anything here as the
package is working.

Until the FTP masters are hopefully accepting the package(s) I uploaded
~exp2 again to p.d.o
