[Pkg-electronics-devel] Fix for KLayout watch file

The watch file is not currently working due to changes in the GitHub
Releases page (https://lists.debian.org/debian-devel/2022/09/msg00224.html).
To fix this, we can just replace "releases" with "tags" for now, since the
releases are all tagged.

I have updated the file on my fork of the Salsa repository:

Should I run the "gbp dch" command and push the generated changelog as well
or just leave it as is?

Also, there is a new release of KLayout (0.27.12) that it would be nice to
get into the archive if someone (Carsten?) is able to help me with that.
