you usually would need to ask the Kali people, but they pull in the 
Debian package in the end and can not solve the underlying issue.

We would like to provide also updated Arduino packages, but the new 
major version 2.x is based on Electron which is basically a Chrome 
Application. Nobody within the Debian Electronics Team has the time and 
the skill to prepare such an update.

In the foreseeable future I guess there are now updated for Arduino to 
bee expected.
