[Pkg-electronics-devel] scikit-rf update -fix for autoremoval due to python-future.

Hi,
I noticed that scikit-rf is flagged for autoremoval due to its
dependency on python-future [0]. The latest upstream version no longer
relies on python-future. I have forked the project, updated it to the
new upstream version, and made additional enhancements such as adding
autopkgtests and making minor revisions. I have submitted a MR [1].
Please feel free to review and make any further adjustments necessary
for the package.
