this information you want like to have within the package needs to go 
into the file README.Debian so it's accessible later locally in
/usr/share/doc/arduino/README.Debian

Feel free to provide a patch or at least a good suggestion of the 
content you would like to see then.

It's also possible to adjust the packaging by adding some additional 
tarball which is including such firmware. I don't know how practical 
this can be in the end as we would need to update the Debian package 
more frequently if the upstream data was updated.
Also, the old 1.x version of Arduino will not get further updates, but 
version 2 is now Electron based.
