[Pkg-electronics-devel] Bug#1123399: the problem is guile 3.0.11

Upstream suspected and I have confirmed that the problem is due to
changes made in guile between 3.0.10 and 3.0.11.

I expect we'll get a patch once upstream has time to try out 3.0.11.
