Good, I created all 4 of them, and marked them as blocking the current bug.
I mostly finished packaging them, here is the log of arduino-cli in 
verbose mode with my patch and all builtin tools installed from Debian 
packages:

By the way, if you can take a look at Bug#1142801 that I created, it 
would be helpful (see the second patch, the first one is invalid).
