[Pkg-electronics-devel] debian/watch file for kicad

Hi,

I've tried my hand at writing a watch file:

This appears to build mostly the same archives. Main differences are the 
regression tests in the parsers for the proprietary formats.

I wonder if we really need to exclude these (then I can add them to 
Files-Excluded as well), but my feeling is that these should be 
distributable, as these are data files submitted by users for inclusion 
in the test suite, so we can cut down on Files-Excluded a bit more.
