Hi Maintainer

When built against recent Tcl/Tk, /usr/lib/netgen/tcl/tclnetgen.so is
missing.  This can be seen in the autopkgtests on arm64 [1], which was
binNMU'd on 2026-01-20, and also on loong64 [2], which was binNMU'd on
2026-04-23 , but not on riscv64 [3], which was binNMU'd on 2024-02-13.

I've copied part of the autopkgtest log below.
