[Pkg-electronics-devel] Bug#1146538: Add MSP430 support

Please add support for MSP430 processors to this package. There was a previous
attempt to package TI's binutils package (itself based on GNU binutils) as
binutils-msp430, but that ended up getting removed due to inactivity regarding
#1042343. I believe this package is the best candidate to add binutils for the
MSP430, as upstream GNU binutils works fine for this platform without any
modifications.
