The debian/copyright of emacs24 is wrong.  In upstream's README, it
clearly stated "either version 3 of the License, or (at your option) any
later version" and this same header is found in source files.

I've filed a bug against the emacs24 package.  Let me know what should
be done about perspective-el -- should I ask my sponsor to re-upload?
