Hi Sean,

if dh-make-elpa is run from a directory where there are no Emacs packages, then
it throws rather a strange error message, but does not complain about
non-existence of Emacs packages in the current directory.

Example:

dogsleg at rosencrantz:~$ dh-make-elpa
Use of uninitialized value $_[0] in substitution (s///) at /usr/share/perl/5.22/File/Basename.pm line 180.
fileparse(): need a valid pathname at /usr/share/perl5/DhMakeELPA/Command/Packaging.pm line 82.
