[Pkg-emacsen-addons] Importing and changing Vcs-* fields in dh-make-elpa

Hi,

with the migration to salsa, the Vcs-* fields that dh-make-elpa
automatically fills in debian/control are outdated.

Do you want me to update those?  I have first to import the repository
into salsa, by the way.
