Control: reassign -1 emacs-gtk 1:25.2+1-7

Since purging elpa-use-package only showed up another, very similar error:

error: Unable to activate package ‘smart-mode-line-powerline-theme’.
Required package ‘powerline-2.2’ is unavailable

To ensure normal operation, you should investigate and remove the
cause of the error in your initialization file.  Start Emacs with
the ‘--debug-init’ option to view a complete error backtrace.

... and replacing emacs-gtk from experimental again with emacs25 from
unstable made both errors go away, I assume that's an issue with
emacs(-gtk) from experimental.

Reassigning accordingly.
