Hi Sean,

I was able to replicate this bug while attempting to elpafy
verbiste.el.  Here is a repo you can pull from:
  https://salsa.debian.org/sten-guest/verbiste

If this issue is due to a packaging error then Axel must have made the
same mistake I did, but I'm not sure if it is.  I believe this bug
affects upstream sources that bundle a lisp file as part of a
non-emacs package.  I also wonder if some ELPA metadata is missing,
causing dh-elpa to error?

Axel, would you please post a git remote for tpp's WIP elpafied packaging?
