Yup, I also can't replicate this one.  Here's  what I did in both cases,
with the relevant elpa package installed:

% apt install emacs-common=1:25.2+1-11 emacs-bin-common=1:25.2+1-11 emacs-gtk=1:25.2+1-11 emacs-el=1:25.2+1-11
% apt install -t unstable emacs

Byte compilation finishes smoothly.

For now I'm lowering the severity to help triage the emacs26 related
bugs.
