[Pkg-emacsen-addons] Bug#1026015: ilisp: missing Depends: adduser

Hi,

during a test with piuparts I noticed your package failed to install if
xemacs21 is already installed. As
per definition of the release team this makes the package too buggy for
a release, thus the severity.

   ilisp

This works if ilisp is installed along emacs which has a (transitive)
dependency on adduser, but it fails with xemacs21 due to missing adduser.
