Hi Nobuhiro,

I've prepared an updated rebar package at
https://salsa.debian.org/erlang-team/packages/rebar/-/tree/master
It includes a patch which makes generating ERL_LDFLAGS dynamically: it
includes -lerl_interface if it's available.
Also, I've updated the formal packagig stuff (VCS headers, debhelper
compatibility level, standards version).
So, If the changes are good enough for you, I could upload the package.
