[Pkg-erlang-devel] updating dh-rebar

Hi,

if you don't mind I will update dh-rebar to address 1009653 and move it
into the Debian Erlang Packagers group when I find the time.

Eventually I might also add support for rebar3 later on.
While I would prefer Python over Pearl, I don't think I'll find the time
for a complete rewrite.
