Bug#266745: exim4: [router userforward] should support plus-addressing by default

Would it be reasonable to ship exim with plus-addressing enabled? This
is very useful feature and even required by few tools (see 
http://tmda.net/config-pre.html - tmda is a Debian packag).

I suggest adding to routers userforward and the localuser:

	local_part_suffix = +*
	local_part_suffix_optional

to be the factory default.
