Maybe for those who choose
* exim4/use_split_config: false
then don't keep the split config on /etc anymore.

And visa versa for those who choose the split config,
don't keep the single file anymore.

No need to have unused extra files on /etc.

That is not possible. These are dpkg-conffiles. And they need to be.
