I set the severity to normal.  This bug causes legit mail to [1]bounce cause
the smarthost sends it back.  If a mailserver is down and the backup host
uses it's smarthost for sending the mail then the mail will loop.  I changed
200_exim4-config_primary and added : ! +relay_to_domains to smarthost:.
This caused mail to bounce withought the loop, not exatly what I wanted to
see.

This bugreport is duplictate of #248370, which we closed with this
change in 4.34-1:

  * don't ask any more for relay_to_domains if configuring for
    smarthost and satellite setup. (Closes: #248370) (am)
