It isn't the queue they need to access. exiscan-acl unpacks the message
into /var/spool/exim4/scan then runs the virus scanner on the files
there. The scanner needs access to this directory.
I can confirm that the problem happens in the real world. I was also
using dpkg-statoverride to allow my virus scanner to work, and the
upgrade (to 4.34-6, from I don't know what) broke it.
