mail from all notes even after debootstrap goes to /var/mail/mail?

According to this bug report, ssh's install dropped a debconf note in
/var/mail/mail. We've fixed this in d-i itself, by disabling all ssh
notes being mailed during the debootstrap run, but I din't know what to
do about notes from packages that are installed as part of the tasksel
run.

It really seems to me a shame that exim ships with a default mail
configuration that is so unusable.

We could configre exim before tasksel is run, but that will be annoying
to anyone who uses aptitude to choose a different mailer.
