The following is just for completeness sake, it is not related to your
problem, because filbert.is-a-geek.org is routed by
dnslookup_relay_to_domains on your system. My diagnosis was wrong, I
suspect dnsmasq to be broken.

Including 10.0.0.0/8 in ignore_target_hosts for the dnslookup
router is the default setting of Debian's packaged version of
exim4.

private IP addresses.
