That one is, in my opinion, not sufficient to warrant a special
debconf question for that.

dc_localdelivery will probably be debconfized post-sarge, and I am not
too happy about that.
Would it be acceptable for you to have an exim macro in the transport
which you could set earlier in /etc/exim4/exim4.conf.template, or if
you're using split config in /etc/exim4/main/00_some_local_file?
