Bug#306970: exim4-daemon-heavy: [Reminder] Switch to newer libmysqlclient12

We probably should switch to libmysqlclient12. - The copyright problem
has been resolved, libmysqlclient10 is unbuildable on amd64 and
libnss-mysql has switched to libmysqlclient12.

I am not aware of license problems for exim4, the current libmysqlclient12
 even allows linking against OpenSSL.
