I do not think so. plus-addressing is quite exotic nowadays.

Being a rabid user of plus-addressing myself, I know of the
implication of enabling this which would be a surprise for users.
Especially handling plus addressing in connection with alias files is
surprsingly non-trivial if you want an alias "foo: bar" to forward
"foo+baz" to "bar+baz", leaving the suffix intact.
Maybe it would be an option to make this configurable, but do not
expect this to happen for sarge.
