When doing a fresh install of exim4 and the debconf question "Split
configuration into small files?" is answered no, in /etc/exim4 there are
still all the small files in conf.d   There is also exim4.conf.template.
This is confusing.  The name .template seems to indicate that it is not
the normal .conf file that is supposed to be edited.

Please suggest a policy-compliant and practically possible way to
overcome this.

That is documented in /usr/share/doc/exim4-base/README.Debian.gz.

Closing the bug as there is obviously nothing to do.
