exim4 configuration problems

Because that directory is being used to re-build the template when you
ask for it. otoh, it is extremely hard to stop dpkg-conffiles from
being installed in the first place, and we are not allowed to modify
(i.e. zap) them in the maintainer scripts.

Because exim4.conf.template is a template for the real config file
/var/lib/exim4/config.autogenerated.
