What MTA or mail system is returning that message? Every time I've seen
it in the past it's been generated by a Microsoft Outlook or Exchange
system as the response to every failure to send (much like the MTAs
which used to claim any 550 was "no such user" in bounce messages),
ignoring any specific message returned by the destination server.

More specifically, the phrase you quoted occurs nowhere in the upstream
source for 4.50, nor in any of the Debian specific modifications for -8.

As I explained above, I sincerely doubt it would help in this case, but
you want section 45 of the Exim specification ("Customizing bounce and
warning messages") -
