When installing exim4 over an old exim installation - just after
upgrading to sarge, it asked if I wanted to have a monolithic config
file, or a set of smaller ones. I chose a monolithic one, but the
install still created a lot of small directories in /etc/exim4/conf.d

Yes, that directory is then ignored. This is not possible any less
ugly with current dpkg. Please re-open the bug if you have an
acceptable idea to avoid this.
