I'd appreciate if you could check whether
http://downhill.aus.cc/debian/exim/exim4-daemon-heavy_4.51-1.amtest.1_i386.deb
solves the problem for you. I have verified that this version correctly
generates gnutls-params, but do not know about the other issue.

I need to add a warning, the gnutls-params file generated by 4.51 is not
compatible with 4.50, if you choose to downgrade again you'll need to
manually remove it.
