Here's a line from /var/log/exim4/rejectlog after a fetchmail attempt:
2005-02-28 19:07:34 H=localhost [127.0.0.1] F=<hellish@comcast.net> temporarily rejected RCPT <hellish@localhost>: syntax error in argument for "control" modifier "submission/sender_retain"

This stops all mail from being delivered.

The relevant line (#332) from /etc/exim4/exim4.conf.template is:
control = submission/sender_retain
