It seems to do that, freezing the message as a result. I find that a
quite correct behavior instead of losing messages.

You need to make yourself clearer if you want the stupid maintainer to
understand what you mean.
Can you please give the contents of your /etc/mailname,
/etc/exim4/update-exim4.conf.conf files, and give an example how you
deliver a message which gets frozen.
