This one is as well being accepted because it is in a local domain.

And thus locally delivered as well.
I don't see the problem you have been reporting in these logs, both
messages would have been accepted just fine.
The log entry in your last message showed a mail being rejected coming
in from 193.137.203.228, so a sample session with exim4 -d -bh
193.137.203.228 would be helpful here.

Ok, you're using the Debconf scheme. Good.

This looks fine as well. localhost.localdomain looks strange to me,
but that shouldn't be a real problem here.

All examples you have given deliver just fine, I have yet to see a
debug log of an actually failed message.
