It is a bug.

I may be wrong about this, but the way I see purging is a way to get rid
of _everything_ relating to the package. Which includes said files.

While I agree that it may not be feasible to remove all files owned by
this user, that is what the purge script should do.

Either way, this is a bug and should be tagged won't fix, as I did.
