As the leading member of the maintainer team, I disagree.

This behavior of exim4-config is best current practice.

Please cite part of policy which mandates a package to remove its
system account.

This is a very bad idea since there is no way to learn how the account
was used by the local administrator.

I don't agree it is a bug. The change proposed in this bug report
would introduce a bug though.
