Bug#383469: exim4: exim fails to deliver mails to users whose $HOME's it cannot access

The config's the default, except that I've set
MAILDIR_HOME_MAILDIR_LOCATION to /var/mail/${local_part}/Mail and
dc_localdelivery to maildir_home.
