Yes, it is.  Which NEWS.Debian are you looked at?  That should be
/usr/share/doc/exim4-config/NEWS.Debian.gz

AFAICS, the Exim packages currently use a separate NEWS file for each package.
debhelper seems to support that (analogous to *.install, *.docs, etc).
