Bug#401462: Please build exim4-dev package with local_scan-related header files

So that packages providing local_scan() .so:s can build-depend on it.

Maybe it should be called something else, but local_scan is currently the only 
plugin API provided by Exim, and even if there were more (pluggable lookup 
modules, routers, and transports have been suggested), those headers should 
probably go in the same package.
