I'm not seeing that in unstable yet; I presume it will show up in a
few days. In the meantime, I can answer some questions.

I unset DISPLAY within a KDE Konsole, which is enough to get text
mode. emacs behaves the same.
As a simpler route, I also tried info. It displays "No indices
found." immediately when I hit the "i" key. It seems to handle
completion a bit differently too; I had to type "m exim4" to get it to
jump to the docs (vs "m exim" with emacs). Since Exim4 and
Exim4-filter are both top-level topics, there's an ambiguity.
By the way, the filter doc also says "No indices found" in info.
