Bug#349644: 'debconf' update Punjabi (pa-IN) for exim4 package

This translation is incomplete on purpose. As Amanpreet  didn't have
time to complete it, I suggested him to send at least a file with the
two high priority templates translated.

The file has to be commited as pa_IN.po. This is on purpose because of
the two different ways to write/speak Punjabi.

I can commit it if needed: good occasions to check my commit
rights..:-)..I think that Marc granted me access but I'm unsure (and I
can't check right now).
