Sounds like the server you are sending to *is* responding to STARTTLS
with a temporary error. You will need to show us debugging info,
logfile messages, etc.
apt-get install swaks libnet-ssleay-perl
swaks -s probably.broken.server -tls -q ehlo
Or perhaps
echo foo | exim -d address at delivered.through.broken.server
