Bug#390952: exim4 (wishlist): a longer mail queue for incoming mail

Hi, please fix that bad problem that make deliver the first 10 messages,
then after x minutes the rest:
please set it by default to 100 or 200, but anyway much higher amount than
it is set by defautl currently.
