Bug#394438: exim4: allow SMTP from remote when configuring for smarthost

hi

I just did a fresh install of etch, to test it.

During the inital install process, I was asked how to
 configure Exim, and I chose 
 " mail sent by smarthost; received via SMTP or fetchmail"
but then  I was not receiving external email,
and found out that Exim was not listening to *:SMTP .

So I did "dpkg-reconfigure exim4-config" and
found out that it had autoconfigured to only receive SMTP
from localhost; but this is in contrast with the above.
