This looks like a sed or libc issue for me:

Since I am not familiar with the nb_NO locale and do not know how it
is supposed to behave, I'd like to ask you to file that bug against
sed or libc (after applying your judgment about which package might be
at fault).

I am inclined not to work around this issue in exim for the time
being. Please keep me informed about the bug report against sed/libc
(e-mailing me the bug number is enough, I can subscribe).
