I see. Then the developer's reference needs updating.

What exactly is the advantage of using error instead of note? I don't
think that the message is a real error.

Exim 3 in a package "exim" is not long enough gone for this change, IMO.

I am not convinced. The word "relay" has been abused too much to be of
real use here. The technically correct term is smarthost, and I don't
see the advantage of using a term that is more fuzzy here.
