There is more than one blacklist.

It also exempts from sender and recipient verification (both via DNS
and via callout), from the local blacklists, a message from header
syntax checks and header senders from verification. It is enough for a
message to have a sender on the exception list or to come in from a
host listed on the exception list for the exception to hold.
