Bug#429891: exim_checkaccess vs. banned_domains

If somewhere in one's configuration, one has
   banned_domains:*.hinet.net
exim_checkaccess(8) will still say "Accepted"
(at least on mark at symonds.net's  system. CC him if details are needed,
I don't have the details.)

Also it seems a shame that exim says "User unknown" while the real
problem is logged only in mainlog. Please just say the more honest
"Not going to tell you what went wrong", instead of the dishonest
"User unknown"!
